Search and Rescue Policy

 
CNR Non Urgent Member Assist.
 
A CNR membership entitles a member to unlimited number of assistances per 12 months subject to the following.
1.      This service is available 24 / 7.
2.      The vessel at the time of request must be within 30nm of a Coastguard Rescue Vessel Base.
3.      Should a tow be required then the tow distance is limited to 30 nm.
4.      They can be towed to their home port if that falls within 30nm of their current position and the Coastguard Rescue Vessel Base.
5.       If the home port is more than 30nm, then the member shall be towed to the nearest point of safety. (see definition of point of safety)
6.      The vessel must be within the 12nm limit.
7.      The assistance only applies to a vessel which is at sea, with people on board. It does not apply to vessel already secure at a point of safety or abandoned. (see definition of point of safety).
8.      Coastguard Rescue Vessel (as identified in 2 above) must be of a suitable size to provide assistance to the member’s vessel.
9.      Weather and Sea conditions are such to allow a safe tow.
10.  Should a member request extra service over and above the above, this shall be by prior consent, payment of an agreed fee and only if Coastguard has vessels and personnel available.
 
 
Subsequent Member assistance
1.      Conditions as above (members receive unlimited NUMBER of assists)
 
 
CNR Non Urgent Non Member Assist who joins at the time of the assistance
1.      Same conditions for member assist plus payment of membership fee and charged at the Coastguard Commercial Rate
2.      The membership fee shall be deducted from the total cost of the assist
 
CNR Non Urgent Non Member Assist who does not want to join
1. Where appropriate offer to do All Stations or to contact a person of their choice for assistance
2 .Offer to arrange for a commercial operator to assist
3.      Coastguard will assist (within the standard conditions) if personnel and resource are available at the current Coastguard Commercial rate.
4.      For a Coastguard assist they shall be towed to the nearest point of safety (see definition of point of safety), this may be their home port, but that is at Coastguards discretion.
 
At all times continue to fully qualify the situation with regard to the type of assistance required, POB, sea conditions, whether a Coastguard member or not. This policy does not change any situations that are distress/urgent or otherwise deemed necessary by the Duty Officer or Controller.
 
The Duty Officer/Controller has the authority to override this policy in the interests of safety and the general well being of the persons concerned
 
None of the above overrides Coastguard’s stated object of Saving life at Sea with Coastguard Rescue Vessels responding to remove people (members or not) from danger whether real or potential.
